The drive system will be used to start, accelerate, and control the speed of a motor-driven load. When specified, the ASD shall be capable of achieving synchronization with the utility power system and connecting the motor directly to this system. The ASD supplier shall define the requirements for matching the motor and ASD to the load and the ASD, including input transformer if required, to the power system such that they operate as a system with no unsatisfactory transient, torsional, heating, or power-quality problems.
The ASD system shall be suitable for the service conditions described in the data sheets, including the ambient temperature and humidity conditions; altitude; input power-supply voltage and minimum and maximum short-circuit capacities of the source; and auxiliary power-supply voltage. Unless otherwise specified, the ASD and all related parts shall be suitable for a minimum of five years of continuous operation with a minimum availability of 99.8% over a five-year run. The vendor shall identify any redundancy requirements necessary to meet this end. The vendor shall provide an expected mean time between failures (MTBF) and mean time to repair (MTTR) for the ASD under the listed service conditions, based on known experience.
The vendor shall list all components that are expected to require replacement in a 20-year operating life. For the purposes of reliability predictions, MTBF parameters shall be verified by analysis and supported by field experience.
NOTE 1— To achieve a continuous run time of five years, power electronic (PE) equipment should be designed to achieve an MTBF of not less than eight years. NAVSO P-3641A and NAVSEA TE000-AB-GTP-010 are potential references for design and de-rating guidelines. See also IEEE Std 1413™. 1
NOTE 2— For purposes of reliability and availability data, a failure is considered not to be a set point related event that requires an unscheduled shutdown of the ASD.
This excludes external events such as process, power supply, building air conditioning and maintenance/operator error. Power electronic (PE) equipment shall be designed to achieve a MTTR of 1 h or less for replacement of the part.
The maximum time to repair shall not exceed 3 h at the 95% confidence level. Repair times shall include the time required for detection, isolation, disassembly, unit replacement, reassembly, alignment, verification of repair, setup, and return to operation. The above times assume that spare parts and competent personnel are on hand.
NOTE 3— “Isolation” and “return to operation” involve equipment, processes and procedures external to and not within the scope of the ASD system.
If these functions add appreciable time to the repair process, this additional time should be factored into the above MTTR numbers. Components utilized in the ASDs covered by this standard shall comply with the appropriate standards for these components and shall be used in accordance with their recognized ratings and other limitations of use. A component need not comply with a specific requirement in referenced component standards as follows:
Those that involve a feature or characteristic not needed in the application of the component in the product covered in this standard
Those that are superseded by a requirement in this standard The drive system and all its components shall be designed and manufactured for a minimum service life of 20 years.
This shall include availability of spare parts and appropriately trained field-service personnel. Required maintenance and frequency to achieve this service life shall be clearly documented.
